The scratches were itching and I rubbed them. They turned into red, swollen things, with a crust on top of them. I have several on my arms, where the cat scratched. The cat had all her vaccines done and she stays indoors only. What should I use to relieve the itchiness and cure the infected spots?

Cats indoors or out doors build up dirt under their nails and since they are retractable can build up bacteria easier then dog nails or other animals if the scratches are getting infected then treat the wounds with triple antibiotic cream and keep an eye on them but do be watchful open wound from a cat or if it were an outside cat even the cat just rubbing against an open wound can cause cat scratch syndrome it's not a terrific illness but does suck to get speaking from personal experience make sure if u give ur cat baths to try to clean under their nails as well

Use an Triple Antibiotic cream that you can get at the drugstore , if you develop a fever go to the doctor.

try retreating it, triple antibiotic ointment wash with soap first, no change in 3 days? call a doctor.
