My cats pees in the litter box & meows &poops next to it & if he is sacred he meows & poops on the floor, Why?

When your cat is going number 2 it is probably hurting him, so instead of thinking that pooping is causing him pain, he is associating the pain with the litter box. so he sees the litter box, and thinks "hey everytime i go in there to poop, it hurts, so i will just poop outside of it" cats are funny. you should take him to the vet and get him dewormed, and figure out if he is plugged up for a reason.

He's associating the litter box with pain. Take him to the vet. Chances are he's got a urinary tract infection.
