No sugar. Offer him some cool water. You can even throw an ice cube in but the cat will likely avoid it.
Make sure there's some un-carpeted floor for the cat to lay on.
You can wipe the cat down with a damp cloth. The evaporating moisture will help to cool him as well.
You can brush out any excess hair that he is shedding and that will help to keep him cool.

No popsicles. You can put some ice cubes in his water bowl so when he drinks water, he's getting real cold water. You can turn on a fan so he gets air circulation. Otherwise, cats can tolerate fairly hot weather (they are originally desert creatures). On the rare occasions it get up in the 90s around my place, my cats plant themselves in front of the fan. When we're not home, we don't let the fans run so the cats just find darkish places to lay out (and they don't seem to mind a whole lot if they lie on blankets or not, or right up against my already hot sweaty body).

No. Sugar isn't well for the cat's metabolism, especially such sugar-infused treats like Popsicles. Try putting some ice cubes on the floor for him to lick, or put some in his water. If he's really as febrile as appearing to you, he'd presumably go to the water if he has some already, or be even more allured to after you'd put ice in it.
Just try not to worry about him too much; he's old enough now to be more independent, and cats are highly sophisticated and autonomous creatures. Your cat can take care of himself, like it or not!

Please do not. The sugar content is really bad for a cat. If you think he's hot, offer him cold water with ice cubes or better yet take an ice cube and break it up with a mallet or smash it against the floor in a bag or something like that and offer him the tiny little ice chips.

I don't think sugar is good for the cat. Maybe just ice!

No!
You should never give animals human food.
Give her some nice cold water instead.

Sugar is not good for any animal! How about letting him/her lay in front of a fan????
