My oldest cat seems to have an odd problem?

I'm not sure if it's really a problem or just a very odd habit. She's about a 9 year old spayed tabby and she would always get onto our dining room table and urinate on the clothes on the one side of the table, so because of this we have to put our clothes in garbage bags, but she's still been doing it every once in a while. I'm wondering if she could have maybe a UTI or it's just an odd habit. We do have a younger female tabby(also spayed) but she uses the litter box. The other cat, Smokey, knows where the litter box and uses it but she's urinated on the clothes on my floor before and even on a fabric zip up binder I don't use anymore. I'm only wondering if she just is maybe marking her territory or has a UTI or what.

The most common indication that a cat has a UTI or a bladder infection, is that they urinate outside of the litterbox. Any inappropriate urination could very well indicate this, get a urinalysis done on her!

Your cat is unhappy about something. She could have a UTI or maybe she does not want to use the litterbox that your other cat uses. So try getting her another litter box in a quiet spot away from the other cat. Maybe she needs some time by herself, the other cat might be irritating her.
